Referencing Report of the SCQF and the HKQF

The Scottish Credit and Qualifications Framework Partnership (SCQFP) and the Education Bureau (EDB) of the Government of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China have recently published a report on the referencing of the SCQF against the Hong Kong Qualifications Framework (HKQF).

Both organisations signed a Memorandum of Understanding in 2012, the aim of which is to establish collaboration between the HKSAR and SCQFP in the development and implementation of a Qualifications Framework in both regions.

We have undertaken a number of collaborative activities since signing the MoU. In 2016, we agreed that it would be beneficial to both countries to scope out the possibility of a formal referencing between the SCQF and HKQF, in view of the close educational and economic activities between Scotland and Hong Kong.

The report is the culmination of that work and, as part of the finalisation process, we asked Dr Mike Coles, an international expert on Qualifications Frameworks who had undertaken work with both the SCQF and the HKQF to review the report and provide a foreword. This report has now been formally endorsed by both EDB’s Local Expert Group (LEG) and the SCQF Partnership Board.

We hope that this formal referencing report of the two frameworks will be of value to education institutions, professional bodies and employers based in Scotland who have close or emerging links with counterparts in Hong Kong. The mobility of labour and the mutual recognition of qualifications, skills and knowledge are important to both countries as part of their economic and human capital.
